NACC Commissioner Paul Brereton launders money and evidence of premeditated fraud at the NACC

Paul Brereton, who is the Commissioner of the National Anti-Corruption Commission (NACC), awarded a $51,000 tender to the 11th floor of building, which once again has fraud written all over it.

What’s next? Will a phone box or a fire hydrant win a NACC tender? As long as they have an ABN it seems possible.

In this article I will also revisit the article I published on the 16th of October 2025 titled “NACC Commissioner Paul Brereton’s fraudulent $100,000 jobs for the boys and girls scam exposed” and shine a light on a 2 key points I missed that shows premeditated fraud by the NACC in awarding a $67,000 NACC contract to Paul Brereton’s mate barrister Matthew Vesper.

Eleven Wentworth Chambers wins a $51,000 NACC tender

A barrister has won a $51,000 tender to do “consultancy” work but we don’t know who the barrister is because the financial payment of the tender is being laundered via the Chambers the barrister who seems to work from Eleven Wentworth Chambers which is one floor of a building

The reason I know this is because the tender is published on the federal government’s “AusTender” website which is designed to help transparency of government spending. But Eleven Wentworth Chambers winning a tender to conceal the real tender winner flies in the face of government transparency.

Given the NACC has been exposed regularly doing favours for Commissioner Paul Brereton’s army mates and barrister mates such as Matthew Vesper, Christine Ernst and Gary Hevey RFD SC it makes you wonder if the tender winner has had their names concealed to cover-up their relationship with Paul Brereton.

It must be noted that Christine Ernst, who I have previously reported on for another NACC tender win, works from Eleven Wentworth Chambers.

Wentworth Chambers NACC tender

As per above, the tender is for “legal services” and runs from the 1st of April 2025 until the 31st of December 2025. It is for $51,000 with an amendment value of $22,300. There was only one supplier invited which always raises the question why no one else was allowed to tender for the work.

The tender says “Confidentiality Reason(s) – Privacy Act 1988” which means nothing without more detail.

It says “Consultancy – Yes” which to me says there is no reason why the name of the barrister can’t be made public like all the other barristers names are made public when they win government tenders. That is how I know the names of Matthew Vesper, Christine Ernst and Gary Hevey RFD SC.

Premeditated fraud by the NACC in awarding $67,000 to barrister Matthew Vesper

I published the below video on the 15th of October 2025 about NACC Commissioner Paul Brereton giving his mate Matthew Vesper a $67,000 contract at the NACC via a tender and also published an article on the 16th of October 2025 covering the matter. 

There were 2 keys issues I did not address in detail in the above video or associated article which I will now.

Firstly, the Matthew Vesper tender document says, “Suppliers invited: 2” which is a lie. (Click here to see the tender document)

In the above video at the 1.25-minute mark Senator David Shoebridge asks NACC CEO Philip Reed about the Matthew Vesper tender and said as part of his question “there was only one other contractor considered?”. The reason Senator Shoebridge would have said that is because the tender document said there were 2 suppliers invited.

NACC CEO Philip Reed ducks and weaves with his answer and NACC General Manager Legal Rebekah O’Meagher takes over the questioning at the 3.30-minute mark.

Rebekah O’Meagher confirms NACC Commissioner Paul Brereton supplied the name of Matthew Vesper, who is Brereton’s friend, as a candidate for the role outlined in the tender.

At the 4.45-minute mark Senator Shoebridge askes “the list you provided to the CEO (for his approval) had Matthew Vesper’s name on it and one other?”

At the 5.20-minute mark Rebekah O’Meagher admits only one name went to the CEO to be considered for the role. 

At the 7.00-minute mark Rebekah O’Meagher confirms NACC Commissioner Paul Brereton concealed his true relationship with Matthew Vesper.

At the 8.10-minute mark Senator Shoebridge points out that the NACC only picked one potential candidate for the role, which neither NACC CEO Philip Reed nor General Manager Legal Rebekah O’Meagher disputed, which is confirmation the published tender document saying “Suppliers invited: 2” is a lie.

And the reason for the lie is obvious. As I have previously written: “NACC Commissioner Paul Brereton and Matthew Vesper worked together for 4 years from 2016 to 2020 at The Inspector-General of the Australian Defence Force investigating alleged criminal conduct by Australian Special forces in Afghanistan. Paul Brereton headed up the inquiry and Matthew Vesper was “Lead counsel assisting Justice Paul Brereton” based on his resume.” (Click here to read more)

There would be people in the government and legal fraternity who would know about the working relationship and friendship between Paul Brereton and Matthew Vesper. And if any one of them came across the tender document and saw that Matthew Vesper won the tender, and he was the only one invited to tender, then alarm bells would have started ringing, and staff at the NACC knew this.

Solution? Lie and put on the tender document that 2 suppliers were invited to tender. Of course the problem is that the lie has been exposed and it is premeditated fraud by the NACC for the financial benefit of Paul Brereton’s mate Matthew Vesper.

And secondly, at the 9.30-minute mark of the video Rebekah O’Meagher says other names were put forward by Commissioner Paul Brereton as potential candidates, but Rebekah O’Meagher fails to name any of the other potential candidates and fails to say why they weren’t invited to tender. 

At the 9.45-minute mark of the video Rebekah O’Meagher says Commissioner Paul Brereton was “surprised” when he was told that Matthew Vesper had won the tender. That was a blatant lie and Senator Shoebridge calls out the lie at the 10.05-minute mark.

At the 10.25-minute mark Rebekah O’Meagher sticks with her blatant lie.

Closing arguments

NACC General Manager Legal Rebekah O’Meagher needs to produce the other names that were put forward by Commissioner Paul Brereton as potential candidates and also explain why they were not invited to tender. If Rebekah O’Meagher can’t do that she needs to resign.

The NACC also needs to explain why the published tender document says “Suppliers invited: 2” when only one was invited.

Whoever says the NACC hasn’t exposed any real corruption is lying. The NACC has exposed plenty of corruption, and it’s all inhouse corruption at the NACC.

  1. Sadly the political system is riddled with these actions and there is nothing we can do about it because they have placed themselves above the law. Until these politicians are exposed and made to answer to the same laws as we have to things will never change.

      If we were powerless how come the NACC and Commissioner Paul Brereton have such bad reputations and are a huge embarrassment to the government?
      It is because journalists and a lot of voters didn’t sit back and say we are powerless and instead took action.
      Journalists like me have investigated and exposed corruption at the NACC and a lot of voters have made complaints to the Inspector of the NACC which resulted in a finding the NACC Commissioner Paul Brereton “engaged in officer misconduct”.
      Instead of saying there is nothing we can do, make sure you take a minute and share this article on social media.

      • Hear hear, Shane. It’s important that we all do our bit to fight corruption. This is OUR country, we should not think of ourselves as helpless cash cows, slaves or powerless peasants solely to benefit “government,” corporations and the wealthy. This country is mine just as much as it’s Gina’s, Albo’s or anyone else’s. And I object to them stealing our share, lying to us, enriching the already wealthy, vandalising the environment and behaving corruptly.

  2. This is all just standard procedure within all public service operations. It has been so for decades and is so pervasive that nobody even cares anymore. Nothing can be done about it because any inquiry is performed by the same people who are involved in all of these corrupt practices. Any inquiry is just for show.
    Only a complete destruction and rebuild of government, public services and judiciary by replacing everyone, bringing all policies and procedures as well as salaries and pay packages in line with the private sector, will be necessary to begin the process of change. Of course, this will happen? Not!!
    They have control, they will retain control and we will remain their servants!
    The public is weak and ill and cannot stomach the fight!

    • Jon, again, we are not helpless. There are far more of us than of them. We are paying them to work for us, not themselves and their mates. We need to vote out any politician who doesn’t work for us. We all need to educate each other of our own power, as co-owners of this country. It does not belong solely to them and nor do we. What this country needs more than anything is INFORMED voters, willing to do whatever they can, to create the country and life, that we deserve. Otherwise, we deserve what we get.

  4. What sort of punishment is a finding of “engaged in officer misconduct” when taxpayers’ money is used to give a financial benefit to a friend via an exclusive tender. The usual “slap on the wrist” result for any corruption.

  5. You are correct, the public service and their political masters are deeply corrupt. From my experience the corruption is perpertrated at the senior executive levels – no surprise there. Dont think every public servant is corrupt, they are not. The majority are self-serving, keep their head down – look the other way, afraid of the senior grades and the specter of HR which is always looming in the APS. In the last 10 years the APS has gotten so much worse, it is far more confident in breaking the law. we can of course do something about it but there is no quick fix, just chipping away at the rock of it, the more of us that do it the faster it will happen. We all know – thanks to Shane – that Bereton is corrupt and has stopped showing up at Senate committe meetings – the Coward. In fact, the reason why government agencies have become more confident at breaking the law is because oversight has become more and more complicit – no checks and balances. So you cant throw your hands in the air and say there’s no point, you’ve got to do your bit of chipping away at the rock

  6. It’s infuriating. In a country that prides itself on fairness, transparency, and the rule of law, watching institutions like the NACC – meant to expose corruption – become a playground for favouritism and premeditated fraud is soul-crushing.

    This isn’t just bureaucratic bungling; it’s a profound betrayal of public trust. Australia deserves integrity, not insider deals and smoke-and-mirror excuses. When those entrusted to uphold accountability become the very architects of corruption, it’s enough to make anyone livid.

    The NACC should be a standalone election issue next election!

  7. Is this the same “Justice Brereton” who gagged media reporting of court proceedings regarding the money fight between Gina Rhinehardt and three of her children over a family trust?

    • You’d look that exhausted and miserable if yours was a life of crime. All that looking over your shoulder 24/7 wondering when the weight of it is all gonna come crashing down on you.

  8. The Australian criminal code includes ‘hindering and obstructing’ legal investigations as a criminal act and chargeable offense. Again Brereton has lied – and also corralled Labor MPs into lying FOR him – that he had recused himself from any investigation that involved the ADF when in fact he had not recused himself at all. There are currently well over 150 active investigations involving the ADF in some capacity and Lil Paulie will be doing his best to make sure they see as little light of day as possible. This is the SECOND time he has publicly lied regrading his level of involvement.
    In any other role not only would he have been immediately sacked he would be prosecuted. The only reason why Brereton is still there is because he was specifically recruited by Labor in collusion with the Liberals to cover up for them. So they can continue to commit crimes and walk away with a fat bag. I can’t even call Labor ‘Liberal Lite’ any more given theur recent actions prove they are about as far right as you can get.
    Point is they literally saw how good he was at burying scandal 6 feet under during the Afghanistan war crimes investigation and they thought ‘THAT is THE guy for the job.’
    The NACC is utterly disgusting and in my opinion tantamount to a criminal cabal covering up illegal deeds for others including for MPs. It should be completely dismantled. Everyone there needs to lose their jobs for being part of these continual scandals because everyone knew this was going on and did nothing. The entire staff of that agency and anyone associated with them including so-called subcontractors are as utterly gutless and as completely fraudulent as he is.
