How Peter Dutton and the Liberal Party made NACC Deputy Commissioner Nicole Rose $millions

Peter Dutton’s friend, NACC Deputy Commissioner Nicole Rose, is a Liberal Party stooge who has made $millions off the taxpayer via her friendship with Dutton and former federal Justice Minister Michael Keenan.

Nicole Rose is Peter Dutton’s eyes and ears inside the NACC and, as per the below video, Dutton talks highly of Nicole Rose and his relationship with her when she reported directly to Dutton when he was Home Affairs Minister.

Nicole Rose has had numerous allegations made against her in the past including lying on her CV, having a “meteoric rise” to a $500,000 a year job with the help of former Liberal Justice Minister Michael Keenan and Opposition Leader Peter Dutton and accused of sitting on vital evidence regarding online child exploitation etc when she was head of Austrac.

Eight things we do know for a fact are:

1. Nicole Rose doesn’t have a law degree which is very unusual, if not scandalous, for a quasi-judicial body like the National Anti-Corruption Commission (NACC). Nicole Rose now earns $612,980 as a Deputy Commissioner.

2. Nicole Rose failed to declare her major conflict of interest, links to Peter Dutton, Michael Keenan and the Liberal Party, when deciding not to investigate the Robodebt 6.

3. Nicole Rose conspired with NACC Commissioner Paul Brereton and others not to investigate the Robodebt 6.

4. Nicole Rose is a multi-millionaire courtesy of her personal relationships with former Liberal Justice Minister Michael Keenan and Peter Dutton.

5. Nicole Rose had some sort of secret deal and/or relationship with former Liberal Justice Minister Michael Keenan to fast-track her career.

6. Nicole Rose lied on her CV with a fake claim of having “tertiary qualifications in business and management”. (Click here to see the lie on the former Crimtrac website – Scroll to the bottom of the picture as it is the last line)

7. Nicole Rose tried to cover-up her CV lie after it was exposed.

Nicole Rose is the NACC Deputy Commissioner which NACC Commissioner Paul Brereton appointed as the decision maker for the 6 referrals from the Robodebt Royal Commission which the NACC corruptly decided not to investigate. The Sydney Telegraph reported on the 29th of February 2020 in an article titled “Nicole Rose’s rise to top job at Austrac examined as agency accused of bungling case” which starts off:

An eight-month investigation has revealed the meteoric rise of a woman with limited police experience to the top of Australia’s financial crimes watchdog ahead of candidates with decades of law enforcement and legal experience.

The CEO of Austrac, Nicole Rose, was parachuted into the job running the $75 million agency in a “unique” behind-the-scenes deal.

The appointment caused controversy because Ms Rose, a public service medallist, was originally the contact person for job candidates and sat on the selection panel interviewing the “preferred” candidates.

An investigation by News Corp into the selection process and Ms Rose’s background revealed highly-qualified candidates, some with decades of law enforcement and legal experience were denied even an interview.

Freedom of Information requests to the Attorney-General’s Department and Home Affairs discovered there were 22 candidates for the position. Eleven had law enforcement backgrounds including a Commissioner and Deputy Commissioner, and one was a judge.

Documents revealed Ms Rose was originally one of a four-person selection panel interviewing just seven applicants. Three of them were found highly suitable for the job after their interview.

But then Justice Minister, Michael Keenan, suddenly appointed Ms Rose as CEO as an “eminent person” in a back room deal.

FOI documents showed the government is aware of the sensitivity around the appointment, with a senior official discussing the “unique” process (because Nicole Rose was the contact person and the successful candidate) and how there was a “planned approach” to releasing information to the media.

With no written explanation as to why Ms Rose was suddenly given the job – the department wrote one – that the successful applicant had been no longer available. There was no written explanation why the other two candidates were not offered the job.

Mr Keenan when contacted by News Corp last week said he was “not interested” in commenting.

It was not the first time Mr Keenan parachuted Ms Rose into a federal law enforcement agency.

FOI documents revealed Mr Keenan appointed Ms Rose the CEO of the former CrimTrac (a former law enforcement agency liaising with and providing information to police) after stating he wanted to “directly appoint a person as the new head of CrimTrac, without conducting a full selection process” and asking police commissioners’ for their input.

At the time Ms Rose was the Director of the office of NSW Police Commissioner Andrew Scipione.

Her meteoric rise as the head of CrimTrac and then CEO of Austrac, earning almost $500,000 a year stunned law enforcement circles, especially when a judge, barristers, police with decades of experience and a former Commissioner were also in the running for the job. Nicole Rose lied on her CV and sitting on vital evidence regarding online child exploitation

The Sydney Telegraph article also says:

But what raised even more surprise are the claims made by officials about her career.

The annual reports of CrimTrac and Austrac list Ms Rose as having “tertiary qualifications in business and management”.

But the CV provided by Ms Rose to News Corp shows no tertiary qualifications in Business or Management but a Diploma in Management from a Hotel School and a hotel internship before she became a protocol officer in the NSW Premier’s Department.

A few days after Nicole Rose had allegations made against her by The Sydney Telegraph she gave evidence at a Senate Estimates hearing. The Sydney Telegraph reported on the 3rd of March 2020:

Despite Home Affairs Minister Peter Dutton vehemently denying any delay by Austrac in referring potential child sex exploitation cases to Australian Federal Police for investigation, CEO Nicole Rose has admitted she “personally did not know how long it took”.

Ms Rose also admitted her biography on the Austrac website had been changed to remove any references to her “tertiary qualifications in business and management” after questions were asked by News Corp.

News Corp had sent a list of questions to Ms Rose last week about her CV, but she declined to answer any of them. (Click here to read more. It is behind a paywall)

The AFR reported on the 2nd of March 2020:

Liberal Senator Michaelia Cash defended Ms Rose’s qualifications for the role after these were questioned by Senator Pratt. “Ms Rose had a distinguished career in Australia’s law enforcement, criminal justice and intelligence agencies,” Senator Cash said. “I would certainly hope no senator is in anyway implying Ms Rose does not have a distinguished level of service in relation to the public service.” (Click here to read more)

Peter Dutton comes to Nicole Rose’s defence as per the below video

On the 1st of March 2020 the then Home Affairs Minister Peter Dutton was on the ABC’s Insiders program and defended Nicole Rose from the allegations made by The Sydney Telegraph. At the time Nicole Rose was CEO of Austrac and reported directly to Peter Dutton.

Closing arguments

Nicole Rose being defended by Peter Dutton and Liberal Senator Michaelia Cash, as per above, after being caught lying on her CV is a scandal in itself.

How Nicole Rose was parachuted into a $500,000 job by her Liberal Party mates, when she didn’t have the experience, qualifications and lied about her qualifications, is something you would expect NACC to investigate.

The situation reminds me of federal MP Barnaby Joyce looking after his then mistress and now wife, Vikki Campion, with big paying jobs in parliament house. (Click here to read more)

A major part of the NACC’s role when it started in July 2023 was, and still is, to investigate all the corruption by the previous federal governments.

How can Nicole Rose be seen to do her job impartially given there are huge question marks about herself corruptly benefitting from previous coalition governments.

Who benefits the most from the NACC’s dodgy Robodebt decision not to investigate the Robodebt 6? Peter Dutton does.  Because if any of the Robodebt 6 were charged and faced court it would do a lot of damage to the reputation of the coalition and hurt Peter Dutton’s chances of becoming Prime Minister.

Given the above unanswered allegations and Nicole Rose’s relationship with Peter Dutton, former Liberal Justice Minister Michael Keenan and her dodgy Robodebt judgment, Nicole Rose should resign as a Deputy Commissioner of the NACC as did Jaala Hinchcliffe who also has a close relationship with Peter Dutton.

Jaala Hinchcliffe, who has a long history of covering up corruption for Peter Dutton, resigned last year and finished in February this year, after only 8 months in the role.

One has to surmise that Attorney-General Mark Dreyfus appointed Nicole Rose as a NACC Deputy Commissioner after a reference from Peter Dutton.

The Inspector of the NACC, Gail Furness, SC, should have investigated the above when she investigated the NACC failing to investigate the Robodebt 6 and all the above information should be in her report. But it’s not, because her report was a cover-up as I wrote in last weeks article.

    All of this corruptly influenced conduct and its mindset, tells me that our Federal governments hate the Australian people.
    In that our nation’s government is actually beholden to the people that can vote them in or out of leadership office.
    Alas, we easily recognize the Weaselly specie that fill the ranks of both our major political parties.
    Normally rodent Weasels need be hunted out of their comfortable burrows (sinecures) so why not so here in Australia?

  5. Another disgraceful saga in the life of the NACC. It should be sacked and a new lot installed not jobs for the Girls and Boys as is the case. Both Parties are in the firing line. We are becoming more like third world dictatorships as each day passes.
    It reminds me of the saying ”You can fool some of the people some of the time but not all of the people all of the time”.

  6. This reminds me very much of the Terry Lewis appointment as Police Commissioner in Queensland.
    That fraud was eventually discovered and Lewis spent years in jail.
    Interesting that the Qld LNP characters are so heavily involved.

  7. Why is it that the sitting Government can’t uncover a few smart pollies to be part of their team? And why is it that the Opposition sponsor unqualified, inexperienced junior public servants to high paid insider jobs? I would come out of retirement this sort of money if someone needs an experienced professional Engineer with a readily verifiable history in a wide spectrum of senior Engineering roles.

  8. There will soon be a lucrative job on offer. The American flag will soon need to accommodate 51 stars. Graphic designers would once have clamoured for the contract.

    Oh, wait, AI will fix it in a blink of an eye.

So, the way I see it, I think it would be most beneficial for ALL Australian taxpayers, transparency and democracy, that Nicole Rose should be subjected to exhaustive questioning about what appears to be, her potential conflicts of interest and lack of clarity in her career trajectory. I believe there should be questions centred specifically around the comprehensive outline below:

    Misrepresentation of Qualifications on CV
    Failure to Declare Political Ties and Conflicts of Interest
    Support from High-Profile Liberal Figures
    Allegations of Withholding Evidence on Child Exploitation Cases
    Career Fast-Tracking and Appointments without Standard Procedures
    Financial Gains from Political Connections
    Questionable Judgment in High-Profile Decisions

    These unresolved allegations once again, create serious questions about the impartiality and integrity of the NACC’s operations.

    Mr Dreyfus, I also believe that there are a number of questions for you and your performance!
