National Leader David Littleproud’s relative John Norman jailed over $20 million water fraud

David Littleproud’s former wife’s cousin John Norman is in jail awaiting sentencing over a $20 million water fraud scam he pleaded guilty to.

Sometimes the wheels of justice turn slowly, especially if you have plenty of cash, and I published an article in April 2019 titled “Water Minister David Littleproud’s family linked to $20 million Murray-Darling Basin fraud yet he is still Water Minister” which starts off:

The current federal Minister for Agriculture and Water Resources David Littleproud has direct family links to the $20 million Murray-Darling Basin fraud which has resulted in police charges in Queensland.

David Littleproud’s wife’s cousin, John Norman, is the kingpin of the alleged $20 million fraud and was charged in August 2018 after the police raided his farm in October 2017.

Yet David Littleproud is the one Prime Minister Scott Morrison and the government has overseeing complaints and an investigation into the separate $80 million Murray-Darling Basin Watergate scandal involving federal MP’s Barnaby Joyce and Angus Taylor.

This is shaping up as one of the biggest fraud scandals the country has seen.

There is a federal $13 billion Murray-Darling Basin plan which put simply covers rivers / water flow in Queensland, NSW, Victoria and South Australia. It says on the Murray–Darling Basin Authority (MDBA) website:

The Basin Plan aims to ensure the water resources of the Basin are shared between all water users in a sustainable way. It is about striking a balance and maintaining a healthy and productive system to sustainably support industries and communities.“ (Click here to read more)

Buying back water rights and/or giving grants to farmers for water-efficiency projects are two ways the Murray-Darling Basin plan is meant to achieve its stated goals.

But water buybacks and the water-efficiency projects have been left wide open to fraud. David Littleproud’s wife’s cousin, John Norman, claimed $millions for water-efficiency projects on his properties and he is alleged to have actually used the money for farming instead.

While the $80 million fraud involving federal MPs Angus Taylor and Barnaby Joyce involves a water buyback fraud at inflated prices and the money being funnelled to an overseas company based in the Cayman Islands that was originally set up by Angus Taylor.

The Grain Central website reported on the 26/6/25:

Former Toobeah cotton grower John Douglas Norman is in custody and awaiting sentencing after pleading guilty to six counts of fraud linked to a Federal Government-funded irrigation program.

Mr Norman’s case was listed for sentencing in the Brisbane District Court on Tuesday before Judge Bernard Porter KC.

The matter was partly heard before being adjourned to July 16 for final sentencing. Mr Norman’s bail was not enlarged, and he was remanded in custody.

His case was originally set down for sentencing on June 10 but was deferred with the agreement of all parties.

Mr Norman may face a prison sentence after pleading guilty to six counts of fraud, charges that carry custodial terms, for “dishonestly inducing the delivery of property valued over $30,000”, committed between 2011 and 2016.

His co-accused, Stephen Alan Evans, had pleaded guilty to four similar fraud charges in April 2021. These also relate to offences committed between 2011 and 2016 at Toobeah.

Mr Evans received a head sentence of four years and six months, suspended for an operational period of four years and five months, and served nine months in prison. (Click here to read more)

David Littleproud claimed he had no involvement in John Norman’s $20 million fraud which may be true.

But given we know Littleproud was up to his neck, as federal Minister for Agriculture and Water Resources, in covering up the Barnaby Joyce and Angus Taylor $80 million fraud it is fairly trivial for Littleproud to cry about being falsely accused in helping John Norman steal $millions.

Nor can Littleproud be trusted when he says he had no involvement helping John Norman given how dishonest Littleproud is.

In October 2019 David Littleproud used an appearance on QandA to play the victim and I published an article titled “Water Minister David Littleproud uses QandA to attack social media for exposing his links to a $20 million water fraud” which starts off:

Water Minister David Littleproud used his appearance on Monday’s QandA program (28/10/19) to attack an unnamed person and Twitter and Facebook users for accusing him of having links to his wife’s cousin’s $20 million water fraud and theft.

While Littleproud didn’t name me or this website it was clearly in reference to myself and an article I published on the 28th of April titled “Water Minister David Littleproud’s family linked to $20 million Murray-Darling Basin fraud yet he is still Water Minister” which has been shared 88,000 times on Facebook and 1000’s more on Twitter as per the below example that was tweeted in September and was shared 461 times. The below video (October 2019) shows a QandA audience member asking the question and David Littleproud trying to avoid answering it to try to divert attention away from the question.

Littleproud had to be asked a third time before he said he had nothing to declare. But what about other politicians such as Barnaby Joyce and Angus Taylor etc? And do any of the large corporates who own water licenses donate to the National of Liberal Parties?

Summary

How much money has been stolen from the federal $13 billion Murray-Darling Basin plan no one knows and with the fake federal National Anti-Corruption Commission we will never find out.

But above alone is $100 million. $80 million stolen by Barnaby Joyce and Angus Taylor and $20 million stolen by David Littleproud’s relative John Norman.

At least John Norman is in jail awaiting sentencing, so not everyone has gotten away scot-free.

Something about the National Party and suggestions of alleged fraud, the Indue Centrelink card that restricts spending by Centrelink receipants and the private third party business that Morrison set up to administer the issuance of the card on behalf of Centrelink, directors of that card business that included the National Party Anthony family and the fees charged to supply one Visa card in the vicinity of $15,000 (per card) and another director being a WA billionaire. Interesting how these connections keep being reported by KCA and other non Murdoch 7, 9 ABC media outlets.

  3. Some years ago a I listened to a woman speaking about the Murray Darling water scheme, her husband was on the board, directly involved in negotiations. She stated that after years of nothing every being done, solid progress had been made, agreements settled between all States involved and everything was set in place for a whole new fair and balanced water allocation framework to be implemented. And then we had a change of Federal Govt. Abbott’s LNP Coalition had been elected in 2013 and the entire framework was completely trashed and absolutely nothing was now being done, zero, they couldn’t even get a reply to any questions from the new Govt. No one could even find out whom to even ask any questions. But Joyces name was mentioned as the main obstacle to any information. And on and on it went for 9 years of nothing. And who can forget, after Joyce got his media staffer pregnant and Turnbull imposed the Parliament bonking ban, with Joyce being dismissed as Nationals leader, he got the suddenly conjured up $600,000 “Water ambassador scam” where he supposedly spent, “Some time somewhere inspecting something” and sent a few texts, that no one has ever seen, as his report? Yeah, there’s still a lot of questions that need answers and these “Suspects” are all still there in our Parliament, still doing absolutely nothing, still sucking taxpayers money from the trough? Seems we only get to read about them on social media like KCA as usual, because our MSM is just as suspect, as the these suspects?

  4. The stench emanating from the Murray-Darling River has nothing to do with a low tide and everything to do with the swamp filled with corrupt politicians and their greedy donors.

After years of being subjected to Barnaby Joyce’s endless bluster, self-serving theatrics, and bafflingly sought – after media appearances spouting mostly unsubstantiated nonsense, I’m completely done. His presence in Parliament has been a relentless headache – equal parts circus, disaster, and bad reality TV.

    Step aside, Moses – Joyce didn’t just part the waters, he made them disappear faster than his spot in the shadow ministry.

    Once the self-appointed maestro of water “management,” Joyce masterminded the alleged $80 million Watergate deal – buying imaginary water from a mate’s company with all the transparency of a politician juggling wet spaghetti. The water vanished, the money evaporated, and Joyce vanished from questions faster than a magician’s rabbit.

    Not content with wrecking rivers, he fired his department secretary to “remind him who’s boss,” proving his leadership style is less “strategic governance” and more “angry toddler with a big stick.”

    His taxpayer-funded “Special Envoy for Drought” gig was an all-expenses-paid texting marathon producing a report, so secret even Joyce hasn’t read it.

    He blocked hundreds of gigalitres of promised environmental water, turning rivers into puddles and science into a stand-up joke.

    Now, as of June 29, 2025, Joyce was unceremoniously axed from the shadow ministry in the Coalition’s “generational change” reshuffle – because apparently, “new blood” means “someone who can use a spreadsheet.”

    Joyce calls it hypocritical – but after years of opposing net-zero emissions and blowing hot air, who’s really surprised?

    Australia deserves leaders, not a circus act recycling old tricks no one’s buying or a sideshow tent.

  6. If only Lee had the intestinal fortitude to axe Taylor and Littleproud as well, the Liberals may have a very outside chance of regaining some credibility.

  8. The AUKUS golden boat of taxpayer gravy is the new MDBP. The lot of ’em could barely lift their snouts from one long enough, to take a breath before plunging their faces into the new one like Augustus Gloop in the Wonka Facory chocolate river.
