NACC Commissioner Paul Brereton’s fraudulent $100,000 jobs for the boys and girls scam exposed

NACC Commissioner Paul Brereton has given contracts to his barrister mates Matthew Vesper and Christine Ernst at the NACC via limited tenders, which has corruption written all over it, as you will see in the video below.

Paul Brereton’s scam for his mate Matthew Vesper

Paul Brereton was exposed last week, at a federal Senate Legal and Constitutional Affairs Legislation Committee hearing at parliament house, for dishing out a $67,000 NACC contract to his mate barrister Matthew Vesper.

Not only did Commissioner Paul Brereton give his mate Matthew Vesper the $67,000 NACC contract, but Commissioner Paul Brereton knowingly and deliberately concealed his true relationship with Matthew Vesper from the NACC CEO Philip Reed and NACC General Manager Legal Rebekah O’Meagher who had responsibility for organising and signing off on the deal.

Matthew Vesper’s links to Paul Brereton

NACC Commissioner Paul Brereton and Matthew Vesper worked together for 4 years from 2016 to 2020 at The Inspector-General of the Australian Defence Force investigating alleged criminal conduct by Australian Special forces in Afghanistan. Paul Brereton headed up the inquiry and Matthew Vesper was “Lead counsel assisting Justice Paul Brereton” based on his resume.

Brereton also mentioned Matthew Vesper in a speech at his Farewell Ceremony in 2023 when he retired as a Supreme Court judge and said at the 1:01:58 mark “The story of the Afghanistan inquiry cannot yet be told though it must be one day. I am touched to see here so many of the team who undertook that historic work some like Captain Rennekin and Commander Vesper masquerading as barristers”

One reason people say Paul Brereton should not be the NACC Commissioner is because he is a Major General in the Army Reserve, and the NACC investigate corruption in the Defence department. Matthew Vesper is a Commander in the Navel reserve which should rule him out working for the NACC as well.

I wonder what investigation Matthew Vesper was hired by the NACC for? Into fraud at the Defence department?

The below video is self-explanatory and shows Senator David Shoebridge asking NACC CEO Philip Reed and NACC General Manager Legal Rebekah O’Meagher questions about Paul Brereton, his mate Matthew Vesper and the $67,000 tender scam. When watching the below video keep this in mind, the NACC on the 30th of June 2025, published one of its few findings, Operation Kingscliff, finding corrupt conduct by a Senior Executive Service officer in the Department of Home Affairs (Home Affairs) on multiple occasions. 

“The Commission found the official had engaged in corrupt conduct by abusing her office to give her sister and her sister’s fiancé an improper benefit, and by misusing official information.”

A key element of the investigation was the transfer of the sister’s fiancé to Home Affairs under section 26 of the Public Service Act 1999.

The official’s involvement in the transfer included her promoting her sister’s fiancé as a candidate for a position in Home Affairs, praising him to colleagues, creating the job requisition, approving it herself and forging a witness signature on paperwork to fast-track onboarding, all the while deliberately concealing the family relationship from others. The Operation Kingscliff findings, as per above, sound a lot like the corrupt conduct Paul Brereton committed helping his mate Matthew Vesper, as outlined in the below video.

Paul Brereton’s scam for his mate Christine Ernst

After the NACC hearing last week, where Senator David Shoebridge exposed the Paul Brereton – Matthew Vesper tender scam, I started to have a closer look, and I came across a limited tender for Christine Ernst valued at a lazy $29,425 which was amended by $1,500 which I assume means it was reduced to $27,925.

The tender dates say it runs from the 14th of August 2025 until the 30th of November 2025 (Click here to see Christine Ernst’s tender document)

In 2023 Christine Ernst represented the Inspector General of the Australian Defence Force (IGADF) in the Administrative Appeals Tribunal against Ben Roberts-Smith, who was after Paul Brereton’s diary notes, 

The Guardian reported in April 2023:

Ben Roberts-Smith has launched a last-ditch effort to access three diary entries of Maj Gen Paul Brereton, the officer who wrote the Afghanistan Inquiry Report into alleged war crimes committed by Australian special forces troops.

In a parallel court action to the defamation case, the former Victoria Cross recipient Roberts-Smith has brought against three Australian newspapers, the former SAS corporal has pursued a five-year freedom of information application seeking access to three entries from Brereton’s diary during the course of his Afghanistan investigation.

and:

Christine Ernst, acting for the Inspector General of the Australian Defence Force (IGADF), rejected Roberts-Smith’s submissions, saying the identity of the person Brereton met remained confidential.

Disclosure of that person’s name could also prevent others coming forward to assist in future inquiries, she told the tribunal. (Click here to read more)

While Christine Ernst was paid by the IGADF she was in effect also representing Paul Brereton which raises many questions for Christine Ernst’s NACC tender, just like Matthew Vesper’s NACC tender.

Did Paul Brereton direct NACC staff to hire Christine Ernst the same as Brereton in effect directed staff to hire Matthew Vesper? Did Brereton declare his relationship with Christine Ernst?

Christine Ernst is garden-variety barrister of which there are thousands in Australia. Why was Christine Ernst the only one invited to tender for the $29,425 contract?

What is Christine Ernst’s special skill set that makes her the only one who could do the NACC job? Base on the video above the only skill set required is being mates with Paul Brereton.

Given NACC General Manager Legal Rebekah O’Meagher said in the above video that the Matthew Vesper tender was the first time the NACC had employed outside counsel, was the Christine Ernst tender the second time the NACC had employed outside counsel?

The more people that make a complaint the harder it is for the Inspector of the NACC to sweep the complaints under the carpet. It only takes 30 seconds and can be done anonymously.

I think if enough people drive the jobs for the boys and girls scandal then Commissioner Paul Brereton will be gone soon, given his recent rap sheet of lies and corruption.

  2. He’s only following the behaviour of the government. Admittedly an extremely low bar. It would be good if the government and its appointees followed the wishes of their employers (us). Silly me….

  3. Commissioner Brereton has shown over and over again, that he is completely unsuited to the role he managed to secure for himself. The Albanese government caved to the Coalition and this is the result. He needs to be replaced ASAP.
    Hes worse than a toothless tiger.

  4. When the watchdog starts licking the hands of its masters, corruption stops being hidden – it becomes institutionalised.

    Brereton’s “mates-rates” contracts reek of the same old Canberra club mentality: revolving doors, selective blindness, and zero accountability.

    The NACC was meant to be the disinfectant, not another damp towel draped over the rot. If this is integrity in action, then Australia’s anti-corruption crusade has been hijacked before it even left the station.

  5. Remember the high hopes we had with the formation of NACC? All those rorts—sports, parking stations, dodgy water deals, PM secretly setting himself over several ministries, Robodebt, Nauru, lack of tenders, top 40 companies dodging tax—- corruption everywhere you looked that finally were to be investigated. Multi-millions spent and getting on in years and what do we have? A couple of minnows charged. Talk about window-dressing.
